Air Power As a Coercive Instrument Tekijä Byman, Daniel L. & Matthew Waxman, Eric V. LarsonCoercion--the use of threatened force to induce an adversary to change its behavior--is a critical function of the U.S. military. U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater.

Airpower Reborn Tekijä Olsen, John Andreas (toim.)Airpower and Strategy offers a conceptual approach to warfare that emphasizes airpower's unique capability to achieve strategic effects. Six world-leading theorists argue that a viable strategy must transcend the purely military sphere, view the adversary as a multi-dimensional system, and pursue systemic paralysis and strategic effects rather than military destruction or attrition. The book is divided into three parts. The first section presents a historical perspective on airpower theory and airpower strategy, tracing their evolution from the 1920s to the 1980s. The second section contains in-depth examinations of the strategic concepts that John R. Boyd and John A. Warden developed in the 1980s and 1990s, with an emphasis on their contemporary relevance. The final section provides further context on modern airpower theory and strategy. Theory, in this setting, serves as the basic paradigm, strategy represents its generic, mechanisms-cantered application, and plans of campaign constitute the specific steps for any given situation. In short, the authors look beyond the land-centric, battlefield-oriented paradigm that has continued to dominate military theories and strategies long after airpower offered new options. The book acknowledges the essential role of advanced technology in improving airpower capabilities, but emphasizes that air services must cultivate and harness the intellectual acumen of airmen and encourage officers and men to think conceptually and strategically about the application of aerospace power. Modern airpower can offer political decision-makers more and better options-provided the underlying strategy coherently links the application of airpower directly to the end-state objectives rather than limiting it to "the battle." The book recommends that all countries should consider establishing a dynamic and vibrant environment for mastering aerospace history, theory, strategy, and doctrine; a milieu for cultivating broader knowledge of and insight into airpower; and a setting in which airpower experts have the opportunity to communicate their narrative to politicians, the media, and fellow officers, and to interact to mutual benefit with experts from all sectors of governance. This effort should emphasize the potentially unique contribution of airpower to political objectives and joint operations, and in turn connect to operational headquarters that do operational planning. Mastering such strategic thought lies at the heart of the military profession, but it requires in-depth knowledge and understanding of theory, strategy, and airpower, and transcends traditional metrics.

John Warden and the Renaissance of American Air Power Tekijä Olsen, John Andreas****Included on the Chief of Staff of the United States Air Force's reading list for 2008 and the Royal Air Force's Centre for Air Power Studies 2008 Reading List****Dr. John Andreas Olsen has written an insightful, compelling biography of retired U.S. Air Force colonel John A. Warden III, the brilliant but controversial air warfare theorist and architect of Operation Desert Storm's air campaign. Warden's radical ideas about air power's purposes and applications, promulgated at the expense of his own career, sparked the ongoing revolution in military affairs. Legendary in defense circles, Warden is also the author of The Air Campaign: Planning for Combat (republished by Brassey's, Inc. in 1989). Presenting both the positives and negatives of Warden's personality and impact in this objective portrait, Olsen offers a trenchant analysis of his revolutionary ideas and great accomplishments.

Routledge Handbook of Air Power Tekijä Olsen, John Andreas (toim.)The Routledge Handbook of Air Power offers a comprehensive overview of the political purposes and military importance of air power. Despite its increasing significance in international relations, statecraft and war, the phenomenon of air power remains controversial and little understood beyond its tactical and technological prominence. This volume provides a comprehensive survey designed to contribute to a deep and sophisticated understanding of air power. Containing contributions from academics and service personnel, the book comprises five sections: - Part I Foundation: the essence of air power - Part II Roles and functions: delivering air power - Part III Cross-domain integration: applying air power - Part IV Political-social-economic environment: air power in its strategic context - Part V Case studies: air power in its national context Examining a series of themes and factors that contribute to an understanding of the utility and applicability of air power, this Handbook focuses on the essence of air power, identifies its roles and functions, and places air power in its wider strategic and national contexts. The Routledge Handbook of Air Power will be of great interest to students of air power, strategic studies, defence studies, security studies and IR, as well as to military professionals and policy-makers.

Bombing to Win Tekijä Pape, Robert A.From Iraq to Bosnia to North Korea, the first question in American foreign policy debates is increasingly: Can air power alone do the job? Robert A. Pape provides a systematic answer. Analyzing the results of over thirty air campaigns, including a detailed reconstruction of the Gulf War, he argues that the key to success is attacking the enemy's military strategy, not its economy, people, or leaders. Coercive air power can succeed, but not as cheaply as air enthusiasts would like to believe.Pape examines the air raids on Germany, Japan, Korea, Vietnam, and Iraq as well as those of Israel versus Egypt, providing details of bombing and governmental decision making. His detailed narratives of the strategic effectiveness of bombing range from the classical cases of World War II to an extraordinary reconstruction of airpower use in the Gulf War, based on recently declassified documents. In this now-classic work of the theory and practice of airpower and its political effects, Robert A. Pape helps military strategists and policy makers judge the purpose of various air strategies, and helps general readers understand the policy debates.

The Air Campaign Tekijä Warden, John A.In the short history of air warfare, no nation with superior air forces has ever lost a war to the force of enemy arms. In itself, however, air superiority no longer guarantees victory. Planning the aerial dimension of war must of necessity explore the complicated connection between air superiority and triumph in war. "The Air Campaign: Planning for Combat" focuses on the use of air forces at the operational level in a theater of war. It draws on fascinating historical examples from World War II and the Arab-Israeli wars, stressing that the mastery of operational strategy is key to victory. It stresses the importance of using air power more effectively - through mass, concentration, and economy of forces - because superiority in manpower, production capacity, and technology can no longer be assumed, even by a superpower. Topics covered include: Offensive and defensive operations; Air interdiction; Close air support; Reserves; Orchestration of war; Planning the air campaign. This book offers planners a greater understanding of how to use air power for future campaigns against a wide variety of enemy capabilities in a wide variety of air operations. It confirms that the classic principles of war also apply to air combat. Air officers who want to think about air campaigns before being called upon to command or staff one, combat officers of any service involved in operations-level staff activities, and serious students of the theory and practice of air warfare will find "The Air Campaign: Planning for Combat" an invaluable resource.
